ADB Loan No. 4534-NEP: Kathmandu Valley Water Supply Improvement Project (Phase 2) Design, Supervision and Project Management Consultant (Contract No. DSC/SKV-01)

 

The Project Implementation Directorate of Kathmandu Upatyaka Khanepani Limited (PID-KUKL, the Implementing Agency), under the Ministry of Water Supply (MWS- the Executing Agency) is Responsible to implement the construction of water infrastructure mainly the construction of BDS, SRTs and DNI works within the Kathmandu Valley.  

The DSC/SKV-01 will provide distinct services for following categories of DNI packages: 

  1. Packages to be implemented under KVWSIP2, which require validation of existing designs and supervision services 

  1. New DNI areas for which DSC/SKV-01 will undertake necessary survey, investigation including due diligence activities and carry out detailed designs 

  1. DSC/SKV-01 may be required to provide construction-supervision support for works under ongoing contract packages 

Objectives of the project: 

The overall objective of the consulting services is to act as the engineer to KVWSIP2 subprojects on behalf of PID-KUKL. As such, the consultants will provide professional services for preparation and validation of the detailed engineering design, bidding documents, environmental and social safeguards and other pre-construction activities; provide construction supervision services and contract management; ensure smooth initial operation during a system stabilization period of one year; and provide project management and institutional support to PID-KUKL for the duration of the assignment. 

Description of actual services provided by your staff within the assignment: 

 Task 1: Design, Design Review and Project Preparation 

  1. Surveys, Design and Design Review 

  • Technical Review and Validation of SKVWSIP DNI Packages  

  • Preparation of New DNI Packages - For approx. 500 km of new DNI networks   

  1. Due Diligence Review - For new DNI packages 

  • Conduct feasibility studies, including option analysis, risk assessment, and sustainability assessment. 

  • Prepare Sub-project Appraisal / Feasibility Reports addressing technical viability, design alternatives, costs, and beneficiary data. 

  • Support PID in finalizing packaging and stakeholder consultations. 

  1. Detailed Engineering Design and Drawings 

  • Prepare Detailed Project Reports (DPRs) including hydraulic, structural, electrical, mechanical, and SCADA designs. 

  • Use GIS-based hydraulic modeling (Extended Period Simulation) and the District Metered Area (DMA) approach. 

  • Ensure compliance with NBC 105:2020, ADB requirements, and international standards. 

  • Develop tender drawings, specifications, BoQs, cost estimates, implementation schedules, and O&M cost assessments. 

  • Prepare bid packages as per ADB procurement guidelines. 

  • Maintain a Document Transmittal System for tracking design approvals. 

  1. Procurement Support 

  • Prepare bid documents for National/International Competitive Bidding, ensuring compliance with ADB procurement policies and good international practice for new DNI packages 

  • Review and update bid documents, assist in bid invitation, clarifications, bid evaluation (technical and financial), and contract award For Existing SKVWSIP Packages and assist in pre-commencement coordination and identify contractual obligations requiring early attention for existing SKVWSIP Packages 

  1. Safeguard Documents and Reporting 

  • Environmental Safeguards – IEE/EMPs, due diligence and meaningful consultations 

  • Cultural Heritage – review and update mitigation measures 

  • Occupational Health and Safety (OHS) designs integrate OHS risk mitigation, conduct OHS training and monitoring 

  • Social Safeguards – prepare Resettlement Plans, DDRs, RIPPs and socioeconomic surveys. 

 Task 2: Construction Supervision, Trial Run, Commissioning, and System Stabilization 

  1.  Construction Supervision and Contract Management 

  • Acting as Engineer to the Contract, the Consultant will: 

  • Supervise all construction activities, ensuring quality controlspecification compliance, and environmental/social safeguards. 

  • Certify contractors’ progress, manage claims, variations, and prepare payment certificates. 

  • Hold regular progress meetings, review contractor performance, and monitor retention and defects liability periods. 

  • Supervise SCADA installation and integration. 

  • Provide risk managementlegal support, and assist in obtaining required approvals. 

  • Review and validate as-built drawings, GIS databases, and document submissions. 

  1. Commissioning and System Stabilization 

  • Oversee testing, trial runs, commissioning, and prepare completion certificates. 

  • Support KUKL/PID in operationalizing the system, establishing service level benchmarks, and GIS-based Asset Management Systems. 

  • Develop consumer databaseNRW reduction strategies, and grievance redressal monitoring. 

  • Assist in leak detectionminimum night flow studies, and performance evaluation against KPIs. 

  • Review and update Operation & Maintenance Manuals, conduct on-the-job training for PID/KUKL staff, and implement O&M capacity building programs. 

  • Prepare Final Completion Reports summarizing construction details, variations, claims, and documentation inventory. 

  1.  Safeguard Implementation and Monitoring 

  • Environmental Safeguards - prepare Environmental Monitoring Report to ADB, liaise with authorities for permits/approval, monitor unanticipated environmental risk and prepare Corrective Action Plans 

  • Cultural Heritage – review and approve heritage safeguard methods, ensure training on archaeological protocols 

  • Occupational Health and Safety (OHS) – supervise OHS of contractor, conduct OHS audit, prepare summary and maintain incident register 

  • Social Safeguards & GRM – monitor RP/RIPP compliance, GRM operation and conduct capacity building on ADB SPS and government requirements, prepare safeguard monitoring reports 

Task 3: Project Management and Institutional Support 

  1. Project Management and Performance Monitoring 

  • Develop Performance Monitoring Parameters and a web-based Project Performance Management System (PPMS) covering technical, financial, safeguard, and institutional progress. 

  • Establish baselines, KPIs, targets, and risk management mechanisms. 

  • Develop reporting formatsproject rating systems, and ensure timely progress reports (monthly, quarterly, annual). 

  • Conduct regular progress meetings, ensure quality outputidentify constraints, and recommend corrective measures. 

  • Prepare Project Completion Report in ADB format. 

  • Develop a web-based Contract Management Information System (CMIS) to monitor physical/financial progress, safeguard compliance, OHS performance, contractor tracking, and asset management records. 

  1. Financial and Accounting Management 

The Consultant will support PID/KUKL in: 

  • Budget preparation, accounting, and financial control. 

  • Disbursement and withdrawal applications per ADB’s Loan Disbursement Handbook (2017). 

  • Financial reporting, reconciliation, and analysis. 

  • Audit support, implementing Financial Management Action Plan (FMAP), and capacity building on ADB financial procedures. 

  • Interpretation of bidders’ financial statements during bid evaluation. 

  1. Document and Data Handover 

At project completion, the Consultant will submit a complete, organized data package including: 

  • All editable files (Word, Excel, AutoCAD, shape files, GIS metadata). 

  • Designs, contracts, correspondences, safeguard documents, survey data, as-built drawings, and GIS consumer database.
