Developing and Delivering Sensitization on Gender Mainstreaming in Key Sectors in Bangladesh, Nepal and Pakistan under Climate Adaptation and Resilience (CARE) - ADB for South Asia Project

CARE for South Asia project focus countries, including Nepal and Pakistan, have made considerable efforts in developing their Climate Change Gender Action Plans (ccGAPs), which express their commitments to actions towards advancing gender equality and realizing women’s and men’s equal human rights. Still, women and other marginalized groups continue to trail behind in terms of accessing policy benefits equitably as men and privileged groups. Given the nature of CARE for South Asia project’s support on climate-resilient policies and standards, there is an opportunity to support the project focus countries in meeting their COP25 commitments under the Enhanced Lima Work Program on gender, in translating national ccGAP commitments into sectoral strategies and investment plans and in addressing climate-related impacts with a clear, gender-informed approach.

Within the given frame of the Project Appraisal Document (PAD), the overall objective of gender mainstreaming as one of the cross-cutting themes in the CARE for South Asia project is to contribute to a conducive environment for gender responsive climate resilient policies and investments in agriculture, water and transport sectors, including planning and finance processes, in project countries — Bangladesh, Nepal and Pakistan.

In 2021 and 2022, CARE for South Asia project had undertaken a detailed Capacity Need Assessment (CNA) of relevant government officials working in key sectors in project countries. Based on the outcome of the CNA, a total of seven trainings on gender mainstreaming are planned to be offered in these countries. Two trainings will be on Gender-Responsive Climate Budgeting (GRCB) in Nepal and Pakistan, three will be on Gender Mainstreaming in Climate-smart.

Agriculture (GMCSA), and two trainings will be on Gender Mainstreaming in Climate-resilient Infrastructure and Services (GMCRIS) in Bangladesh and Nepal.

In this context, the service of a firm is required to develop and deliver seven training.

 Objectives of the project:

The main objective of this consultancy is to develop and deliver seven (7) training programs on gender Mainstreaming.

Overall Services provided:

The scope of this study will be to:

Task 1. Conduct a literature review and stakeholder consultation

1. Conduct detailed consultations with the Gender team of the CARE for South Asia Project to understand all the key activities, deliverables, and timelines

2. Conduct stakeholder consultations with country project team, key government departments involved in the project, and gender-related agencies to learn about their expectations in Bangladesh, Nepal, and Pakistan..

3.  Conduct a literature review of existing training materials, courses, and guidelines about gender mainstreaming in CSA and transport sectors as well as GRCB

Task 2. Development of training programs on mainstreaming gender

1. Develop training plans for each training session

2. Design training courses

3. Develop session plans, handouts, and audio-visual materials for each training

Task 3. Delivery of training programs and training evaluation

1. Coordinate and ensure logistics for each training

2. Deliver the training

3. Conduct pre- and post-training evaluations of participants and the training programs
