Preparation of Design Guidelines for Flow Measurement Structures

The objective of the study is to prepare Design Guidelines for Flow Measurement Structures. The Specific objectives of the study are: To examine various means of measuring streamflow and the preparation of a standard design of cableway, small bridge, bank operation system in Hydrological stations based on the type of flow of the river, span, flowing discharge and bank rock condition together with typical application and design of hydraulic structures Flumes and weirs or spill ways for flow measurements. It also includes the preparation of the detailed technical specification, rate analysis, and cost estimate of the whole structure, preparation of relevant tender drawings as per design, other necessary documents for bidding purpose and to prepare construction plan and schedules for implementation.

The scope of the study includes the following, but is not limited to:

  1. Review of the present state of availability of hydrological and (installed meteorological structures for hydrological purpose) try to make this statement harmonized with the installed meteorological structures for hydrological purpose only.
  2. Review of Hydrological Manual for infrastructure Prepared by the Water and Energy Commission Secretariat (WECS) and Standard Operation procedure (SOP) on Hydrological Operation System of the Department of Hydrology and Meteorology (DHM).
  3. Review of hydrological analysis and design practices being followed in different countries in south Asia and elsewhere, both in connection with water resource assessment and estimation of extreme flood magnitudes;
  4. Review of present practices of the hydrological observation system, data management system, observation equipment, observation method, and modern technology by using software in the context of Nepal being followed by different hydro-meteorological stations;
  5. Conduct a site visit of selected hydrometric stations for the effective design and compare the existing and list out the best option for each visited sites. 
  6. Consultant shall visit at least 8 sites on the major river system of Koshi, Gandaki, Karnali, Mahakali and its tributaries, 4 sites on Medium rivers and its tributaries and 3 sites on small river system. 
  7. Consultant shall categorize the structure based on the size of the river, span, flowing discharge, and foundation rock condition.
  8. Consultant shall prepare the standard design, drawing, and estimate with a standard template for large river, Medium River and smaller river considering the span.
  9. Consultant shall design a standard structure to install hydrological sensors on bridge site.
  10. To prepare a quantity estimate based on technical specification, rate analysis and cost estimate of the whole structure as well as the necessary specified equipment and relevant tender drawings as per design.
  11. Design of standard bank operating system for different spans and different foundation conditions.
  12. Typical design of hydraulic structures Flumes and weirs or spill ways for flow measurements.
  13. Carry out soil investigation works on proposed survey sites.
  14. Develop a standard layout, template and quantity estimate for a meteorological station or a rainfall station.
  15. Design of a cantilever steel truss to install a radar sensor for different arm length and support conditions
  16. Evaluate the pros and cons of the designed structure and recommend the better one for suitable for specific site condition
  17. To prepare complete Tender/Bidding document with tender drawings with appropriate details and specifications, BoQ and other necessary document for bidding purposes.
  18. Develop specifications, rate analysis norms required for different hydrological and meteorological stations including standard fencing
  19. To prepare construction plan and schedules for implementation to implement sample construction on site
  20. Preparation of a standard template related to the design of different types of cable ways, tower, bank operating system and other designed structures.
