The project aims to contribute to expanding and upgrading Nepal’s energy distribution system through investments in distribution-related infrastructure. This will not only provide improved access to high-quality energy services but also help increase domestic electricity demand and business activities, promote the use of clean energy technologies (e.g., clean cooking, heating, e-mobility, etc.), and, therefore, reduce CO2 emissions and contribute to better living conditions for the people of Nepal.
The objective of Consultancy assignment is to identify potential investment measures in the proposed project region (Triangle ‘Pokhara- Bharatpur- Butwal/ Siddharthnagar’), to assess their technical feasibility, economic viability as well as environmental and social impacts and required mitigation strategies and on this basis to propose demarcated investment packages, which will contribute to the expansion and upgrading of Nepal’s energy distribution system.
Overall Services provided:
The Consultant shall closely consider the reports, in particular those parts of the study that concern the designated project area (Triangle ‘Pokhara- Bharatpur- Butwal/ Siddharthnagar). The Consultant identifies and considers additional background information on Nepal’s energy sector in general and the distribution sub-sector in particular. In addition, the Consultant shall closely consider/ coordinate with the parallel BMZ/ GIZ-funded preparatory studies on energy distribution, e-mobility, and e-cooking in Nepal (German Technical Cooperation).
The Consultant shall conduct an initial scoping mission to Nepal in order to meet and consult with relevant project stakeholders and undertake site visits. The scoping mission shall be used to collect and compile information on the topics:
The consultant will focus on identifying potential project measures at the 33 kV and/ or 11 kV level (including connection to 132/220 kV).
The Consultant is needed to perform the legal framework, business potential, Technical Status, Project Identification, and Project Prioritization for e-mobility and e-cooking.
The consultant will focus on and promote equal participation of women and men in the project design and ensure that both men and women benefit from the project outcomes to reduce political, socio-cultural, and economic gender inequalities.
The Consultant shall summarize the findings in a Scoping Report. The Scoping Report shall mainly include a Project long list of potential project measures covering not only investments in classical distribution infrastructure but also investments in infrastructure for e-mobility and e-cooking.
And the report will also include the project shortlist with prioritized project packages in regional clusters. The Report shall include if identified a list of the required complementary capacity building activities.
The Consultant shall present the findings of the Scoping report during a Workshop with all concerned stakeholders in Nepal (NEA, KfW, GIZ, German Embassy, EU, World Bank, ADB, GGGI, Norwegian Embassy, JICA, etc.), and all feedback from the concerned stakeholders should be filed in the Minutes of Meeting.
The Consultant will elaborate on those investment packages that were earmarked for financing by German Financial Co-operation (and potentially by other development partners). Based on the agreed-upon tentative project and activity list for each of the selected investment packages, the Consultant will perform a detailed study of the following:
Investment:
The consultant shall perform the Network Calculation of the distribution grid system. The consultant shall analyze and describe the institutional entities that will be in charge of the implementation and operation of the project.
The Consultant shall prepare a full Feasibility Study for the Project following the best international and standard German Financial Cooperation best practice. The Consultant should present their findings and recommendations in the draft Feasibility Study Report to the stakeholders in Nepal. All feedback from all concerned stakeholders should be filed in the Minutes of Meeting, which shall be considered and reflected in the Final Feasibility Report.
